the issue is (in an air build):
strength req in addition to massive -fire makes this chestplate incredibly hard to use in an air build that competes with, say, vacuum or dreamcloud.

Yeah its definitely usable, but the new Silkweb is just overshadowed by other things where old Silkweb isn't
Easy example: Old Silkweb being used in a stinger quake build in place of taurus will actually boost dps by a significant amount in guild wars

the only thing i dont like about new silkweb is the elem def and health nerf
they dont make any sense its not like the item deserved 60 less net def for only 7 more ls
its a lot glassier now
