    We might actually make progress on the ??? Quest!

    On the other hand, it might not have a connection, as you need a lvl 97 reward that you can't regain afterwards and ??? is lvl 80, so it probably has no connection.

    What about making the book a quest item, then having the hopper bare and able to be opened by players? Then they don't have to throw it.

    Not possible, players would just trade untradable/quest items across hoppers. I know, because we used to do that.
