World Refurbish!

So this is a small idea that doesn't really do anything unless your lucky.

A new npc will be put in most towns.

Called a Refurbisher

Basically you can put in an item and pay emeralds, and you will have a chance that one of the stats will get better. Kind of like horse breeding, but with better chances.

Percentage:

Chance of getting something better:
41%
If you get something better, it will play a happy tone

Chances of getting the same thing:
22%
If you get the same thing, it will play a snare

Chances of getting something worse:
37%
If you get something worse, it will play a sad tone


After more refurbishes, the chance of getting something better will decrease.
Eventually you will have 100% chance of getting the same or worse

Here are what it looks like!
If this doesn't look nice, it can always look just like the Item Identifier.

Not bad. But people with stacks upon stacks of LE could use this to get mythics and sell them.

 

It doesn't change the tier. It changes stuff like +800 health or +5 Mana Steal

 

pretty useful I would definitely support this because my archangel was terrible walk speed.
But, wouldn't you have to make sure the prices of emeralds are adequate for each tier because now it doesn't really matter what IDs you get on your stuff when you find it, you could reroll it if you wanted only specific IDs improved.
Example: Buy a terrible walk speed archangel for dirt cheap and then reroll it for like a le and hope for something better
(say you had 14%, and the max is 46%, still have a decent chance of getting something better)

You should change it to where each item can only be refurbished once or twice, so that it cannot be exploited.

Eventually the item will have a 100% chance, so you shouldn't refurbish anymore.

But what if... there were 'Refurbish Slots', kind of like the Power Slots? That would make it so that certain items can be Refurbished more than others.

 

I agree, I think just that the chances of success should be decreased.

Sounds like a great idea! Two questions though:
1. Do you get to choose which stat(s) change or does it choose randomly for you? Also how many stats are changed at a time?
2. If it changes multiple stats in one go, could it make some stats worse while making others better?
3. How much do you pay to do this? (Just as a percentage of the identification cost or something)

1. No, it's like the item identifier, it scrolls through like a slot machine
2. It changes 1-3. Some could get better, some worse.
4. Depends on the weapon. It's basically item indentifier. And it will get more expensive and harder to get better refurbishes every time you refurbish it again
