some parts of the ocean are warm enough to be soup, other parts are pretty cold (unless you like cold soup, then maybe all of the ocean is soup?)
the ocean technically has the required ingredients in a soup, meat, salt, and vegetables. Other posts I've read claim the cold parts of the ocean are a gazpacho (cold?? soup?)
upon further research, I conclude that all of the ocean is a soup, but different kinds. I've seen some people argue that the universe is a big soup, but this post is about the ocean so I won't go too deep into it

and i think citizens cant cast magic cuz they didnt bother to learn how, its not that all villagers instantly know how to cast its that they have a higher magical affinity than humans
