Mage/Dark Wizard Help Quetzalcoatl Builds

I was looking into quetzacoatl arcanist builds, since the wand has built in ls and high damage which seems good. Is the following build decent, or is it ehp overkill?

I am not entirely sure how to balance the ehp / meteor dmg such that I can comfortably do most end game content (tna, li).
