Yes, it means that your total damage (aside from raw bonuses) is increased by that much (sort of, the calculation for spells is slightly more complex). It also increases earth damage by that much (same disclaimer for spells) so it's extra effective if you're using an earth weapon.

 

so if I put points into health ill get 30% more health for example

 

You can't put points into health. Health is determined by your level and the gear you use.

Yeah. That decreases the damage you take but 30% or whatever the multiple is (again sort of, the calculations for defense are again more complicated).
