So, assuming Fruma comes out one day, I think that a good way to allow there to be enemies in the province is to make you enemies of the crown. This would mean that the only way into the province is not the gate, but rather over the mountains. So, here is a rough outline of the quest. It could be broken into 2 parts, but the issue would be that the second part would start in the province, and you would not have easy access yet.

The Ascent (Level 96) (I haven't decided the range, but unless corkus is uninvolved, it would have to be 90+. If the quest was level 60 like the guards, then perhaps the people in the beginning could be aladar and tasim.

Stage 1: Find Corkian rebels near Fruma gate. Maybe you show them a chip from the FF boss. I don't know. Anyway, they trust you enough to help them on their mission: Destroy the gate with the help of rebels inside the province. This would allow easy access to Fruma and, now there would be "WAR INSIDE FRUMAN WALLS". The plan is to climb the mountain pass (which is how they escaped in the first place). The player needs to obtain climbing gear. Maybe this could be from the new corkus quests in 1.20.

Stage 2: Come back with gear to start the ascent. (This stage is probably the most fetch quest part of it. How to fix?)

Stage 3: Climb the mountain range. There could be a unique climbing puzzle with ledges and ropes here. Right at the end of this stage, the group is spotted by an unknown guard tower, which signals for an ambush on them.

Stage 4: The group is surrounded by the guards, and has to fight them off. There could be a boss fight right here with the top guard (do the guards have spells in the lore?). After defeating the guards, the group heads to the tower to resupply, maybe the area has enemies, but nothing hard like the ambush.

Stage 5: The group finds a map with of the province (or at least part of it) that has all fruman rebel activity marked. There is a circled area that has the highest activity. The group reasons the base is around there.

Stage 6: The group travels to the area, and has to be stealthy. The group, right near the base, falls down a pit made by the rebels.

Stage 7: The rebels force the group to prove that they are allies. The player must kill a helpless Fruman guard, unable to even walk. This proves that the player is unlikely to be a spy. Yes, this is supposed to show that the rebels are terrible people as well, it's just that they are on "the right side". The rebels agree to the plan to destroy the gate.

Stage 8: The now larger group makes their way to the gate (which isn't too far, as I assume the gate leads to the capital, and Fruma seems to be like Panem in the hunger games. The rebels want to maximize abilities to strike the capital, so their base is near there). There are some battles, but the group finally makes it to the gate.

Stage 9: There is one last battle at the gate, which ends in rebel victory and the gate being destroyed. Now, fruma is accessible through the door.

Like I said, I think this could be at least 2 quests, part 1 ending around Stage 7, and Stages 8-9 being expanded, like possibly cutting off the military from support in order to win the battle at the gate, or maybe destroying a fortress. I don't know. Anyway, this clearly makes you enemies with the queen.

This was pretty rushed, but I think it is definitely unique as a quest (like the climbing puzzle idea). I do definitely get a picture of royal trials in stage 7, but its a single action, so whatever. What do you all think?

    Add a poll.

Apart from that, it seems like a pretty good quest.

there's actually a quest (can't remember the name atm) where you get clinging gear so.

    also a few things:

1: While I do like having this as a quest, there's no guarantee 1.21 or 1.22 will be the fruma update. For all we know, it would be a dern addition and a wynn province rework.

2: I feel like introducing yourself as a rebel would just make fruma not feel good. I personally would rather be the "hero" of the story then be chased down by all the aristocrats in every nook and crany. I think it would be cool to come in maybe similar to how you left, or through some other means. While I do see the potential to, at some point, kill her imperial highness, starting off as a rebel is ehh imo.

3: a way that the player could be hunted is maybe wynnexcavation. Wynnexcavation (aka Gavel Excavation), is a pretty cool questline.

my main issue is destroying fruma's army/leadership would completely break all the lore and buildup of stuff from quests like recover the past

also you have to remember, gavel had a closed-door as well for a while so
