No, the Capital is the biggest city on the entire island. They rule the land.
The people who live there, which are 95% rich people, treat the poor and those who don't look like they came from a noble background very poorly.

She takes the mug and the silver and waves you goodbye.

You start walking around the city, following the map that was drawn for you. Taking various turns, you come by places you've already been to before. After a good hour, you finally arrive at Dragon's Breath.

So.. After walking for an hour, you are welcomed by the sound of metal hitting metal. Walking closer, you see that on the front of the building a big, wooden dragon head is attached and a sign that says 'Dragon's Breath'.
A lot of the building is very open, so you can look right in. You see various tools and equipment. You don't see any of the people Eve mentioned that were supposed to be working here.

 

Does that mean I don't see anyone working or the people she mentioned aren't working atm?

 

Eve told you the blacksmith was run by a father and his daughter. And you don't see any of them.
