    Right now Im pretty sure there is no item upgrader npc on a private island, not sure if this is a bug. However, there is a powder master. NPC available which can not upgrade mythic's. I was wondering if this is a bug or them not implementing it into private islands yet.

    This hasn't been implemented yet, the devs have their hands full with Fruma balancing and finishing the Wastelands. You can expect it later, probably.
