The third spell cost on top of the really high hp bc it's 50 makes it pretty busted ngl, also is the identity of this meant to be Offensive or Defensive (if you want to look at examples of offensive vs defensive look up adrenaline and cancer on wynndata)? None of us were decent at item making (especially me who's made the dumbest items before) so you'll learn if you try enough dw

The last one would be called "Absolution on Drugs" but being serious it can probably be called "Everlasting Flame" or something

 

The item would be a very cool one in my opinion if there didn't need to be like a LOT of stuff that'd have to be restricted (Eg. Any tier nuking item, any item that nukes mana, Quads, Hive, Aphotic, Statue, and probably a lot more), and also Betelegeuse looks extremely broken in Heavy Melee, and generally heavy melee has a lot of tankiness in it, on top of a 8% damage multiplier in Heavy Melee (also it is kind of is in a niche crisis, Taurus already fills the role of an offensive Heavy Melee item), I would switch the reqs for 60 str req and 100 def req, or maybe 60 str req and 105 def req.

Exospheric looks interesting, it does bring a lot of WS and JH but drains mana and nukes hp, it looks a bit unviable in combat (also being honest, JH is actually annoying in combat when it exceeds like 5 JH) due to how Air in general is pretty glassy, I would maybe change it to -500 hp.

Solemn Vow looks broken in EFA tierstack in its current state, you can do standard EFA Tierstack but with Blue Mask. I would just keep it at 1 tier only and give it -melee damage (like Betelegeuse, it might also be in a niche crisis, it is unique but taking all that aside it's not really filling a niche right now, maybe defensive since the reqs will probably mess with your build and make it more defensive, but I would nerf it by making it 1 tier and giving a bunch of -main attack damage, it also kind of makes it hyper defensive melee which I don't know if any chestplate has been designed to fill yet)

I haven't tested Rejection yet, but it has 856 base pre powdered and has 5 powder slots and brings a shit ton of damage with Super Slow locking (which is good because you want to abuse powder specials) so it's probably overpowered as well, I would probably reduce the base by a bit and reduce damage boosters as well

Also if I were you I'd post the links leading to the customs and change the rarities up so it isn't Mythic Fabled only, and if I'm not wrong Mythic weapons can be of one for each element, and there's already 1 for each element and I think the Mythic weapons should stand out so there's not really a need for more Mythic weapons. Also I am not sure what are the requirements for a Mythic chestplate since only Discoverer exists right now and doesn't really give us an idea of what Mythic chestplates are meant for, maybe except that it's not meant for endgame challenge stuff.

Proof of concept. It could certainly use a rebalance.

 

It defo needs a base buff, maybe can go up to 2 powder slots and give it a massive base buff (like 500 prepowdered at least), though it'd probably look like Nepta on drugs. Speaking of Nepta Floodbringer, not sure if a wand like this would be needed since we already have a Water wand.

I expected this to suck but it's actually pretty overpowered looking at the defensive stats (ws + jh counts as well). I would probably give it -hp to balance it out and reduce the int to -10 int to have more versatility in builds that are usable in this.

New spell cost reduction item idea!!!! oh its also dex locked

Looks reasonable at first glance if not a little weak actually

 

I did try building with it and it looked somewhat weak (was thinking putting 10 Intelligence on it), also about making it Dexterity locked, I'm questioning if I should try to make it a Water helmet since it defo would be a new thing
