"perfect" Boots?

So basically I just got these boots on my level 15 Ninja, that have a cycling rainbow name and say "Perfect" before the item name. Can someone please explain why my boots are rainbow?

For anyone that's confused, the 100% is from WynnTils.

 

I'm pretty sure the rainbow and word "perfect" are from wynntils. If an item's stats are all 100%, this effect will show up. I've seen this on a couple of my items as well
