I think you're right. That makes sense.
You can probably combine some Blank powders of the same tier, to get a higher tier of that element powder. (Maybe reduces the probability, since it "dilutes" the powder.)

 

what i think you do is take it to the powder master v2 with another object like water aura and make a t5 water!

I'm surprised no one has speculated where this Blank Powder is gonna be used for, since you probably have to go to a special powder shop unlike the regular powder shops.

maybe it is a "Wildcard" powder, which can represent any of the 5 elemental powders.

I have no idea if you can remove powders from weapons/armour, but if you can't then maybe this is how you do it. Sacrafice a blank powder of the same tier to get the powders off your weapon/armour.

It's possible that it's used to remove INDIVIDUAL powders from slots, so you don't have to waste lime four powders if you want to change one on the hive weaps, and whatnot
