This is a Level 16 Quest and would have the player go to a large cave at (X: 935) (Y: -1972) or around 300 blocks away from Ternaves. The Player would then have to met a rather fancy looking Barbarian named Yahm who would begin the Quest for the Player.
The Quest is an item retrieve quest consisting of three items: A Iron Kettle, tea leaves, and a twine bag.
The story of the Quest is that Yahm has forgotten to gather the supplies for his master's tea and was wondering if you could retrieve them for him, or you know... To the stocks with him you might say...

Pre-Level 16 talk: Yahm: Don't bother me! I am worrying! Maybe you can help at Level 16.

    Quest Speech:
Yahm: Oh bother! What will I do!? You their!
    2. Yes, you! can you help me?
    3. I seem to have forgotten to gather my master favorite tea supplies.
    4. Do you think you could gather them for me?
    5. Great! Now I need One Iron Kettle, One Twine Sack, and 4 Tea Leaves.
    6. Do you think you could get those things for me?
    7. Oh and... please hurry! My master is not the forgiving type!

    Pre-finished Quest Dialogue

The Iron Kettle will be retrieved from a house in Ternaves in which you have to defeat a Iron Kettle Monger.
Iron Kettle Monger: GO AWAY! THESE KETTLES ARE MINE!
The monger would have a 225 health.

The Tea leaves could be collected under one of the mushroom trees near Ternaves. The out put would be 3 every 20 seconds. these would be entities and would only spawn a max of 8 at any time.

The Twine sack could be collected from a bag merchant for a single emerald.
Twine Bag Seller: Hey Thanks fer takin' this bag of my hands.
    2. It really is a burden.
"Confused, you exchange goods and you leave."

Finished Quest Dialogue: Ah, Thank you! Thank You!
    2. Take These for saving my skin!
    3. *Mutters*Now I just I hope I can convince the big guy I'm not worth the stocks...

The Quest Reward will be: 76 Emeralds and 1750 Experience.

The barbarians will be in yellow aggression font.

This would be graded as a Short Quest.

Seems like a fancier fetch quest, Wynn does not need anymore of these.

The reason I thought up this quest was for the lack of quests between level 15 and 18. There are none. I do see where you are coming from though.
The reason I made it a fetch quest was to show the player the areas they would not normally go by, because there are not many quests in that area.
I still do respect your opinion, however

True, however a quest introducing a mechanic during these levels could help the player more instead of a fancy fetch quest. I do not see that forcing a person to go to places that they may or may not want to go on their own in the first place is a good idea. Instead, showing off a mechanic that is used in the later parts of the game will be better.

I did not think of that. Do you think moving the quest and changing some of the retrieval methods could make it worth while?

If it had to still be a fetch quest, I would change how you would get the bag into a puzzle. Although I do not know a puzzle idea that you could use, the way you buy it seems boring to me. Finally, I would say AT LEAST, give clues where to get the items. Searching around to find the items without any clues will make it feel boring.

What if instead of a Barbarian Camp, an old tea sage inside Nivla Woods. It would be a much lower level quest so it would seem new and more interesting.
As for the twine sack, maybe a magic tea bag imbued by power of the magician Jimi in the City of Ragni. A more simple riddle could be involved.
Maybe the sage could be in the hidden village. Somewhat of an underrated spot.

Also another reward of the quest is the ability to buy soothing tea. Basically a low level potion that gives small buffs, only useful at a low level.

    You there*

Also I believe the last thing new players need is another fetch quest, as mentioned above.

    In retrospect, I agree.
