The difference is that arrow storm hits for a very small amount of damage a large number of times. Most bosses have at least 300 elemental defense, which is damage that most archer builds deal per arrow in arrow storm. This means that hardly any of the arrows from arrow storm are able to hit through the defenses.
This makes it considerably weaker than smoke bomb, as it hits for a much much larger amount of damage but a much much smaller number of times. In the case of the smoke bomb, the damage is more than enough to penetrate the defense that bosses have and will deal a lot of damage.

There were no calculations? And if you're talking about the average arrow storm, most builds have between 250-450 damage per arrow

 

The damage calculations. That's not how elemental defense and spell multipliers work. Check the calculation seeing as you haven't thus far.
