    Yes. Mana/Life steal usually activates on Melee attack. Of course includes spells though.

    IT does include spell like arrow bomb which is prob a bug

    Well if you're playing as an archer or assassin with certain builds, you want to focus on a good amount of mana steal so you can spam your spells like Bomb Spell and Arrow Shield or pretty much all spells for assassin.
