No it's not.
First of all, no one EVER said anything about *builders* at all. It'll be disappointing to find out that people doesn't tag me because a random guy said it on a thread, so please STOP.
The bigger problem, is the mods. Tagging them on threads sometimes help them to do their job. Ofc that it's not bannable.

The only rule about tagging staff, is "don't tag ADMINS to read your suggestions in the general suggestion section".

First of all, I'm not a mod. You shouldn't be asking me :P
If you wanna ask me anyway, ehmm.. I really don't like that rule. The 10 chars limit is fine, bur when you want to reply something like "30 le" on a trade market thread, I don't see the problem. It's not shitposting. Also, bumping is legel, but writing "bump" isn't enough for them :(
Idk why we must come up with long replies, even if the content it short.

Anyway, tag a mod instead for a real answer.

 

Fairly sure I've seen a mod say somewhere that on trade market, the 10 char rule is pretty lax because trade market doesn't need quality posts (it's just buying stuff), but anywhere else it's not very fine.
