eutrophication happens when you get too much nutrients in a closed aquatic system, making algae farms will extract nutrients (which will be poured back into the ocean) and enrich the water with oxygen.
eutrophication makes microorganisms breed like crazy until they use up all the nutrients and oxygen in the water thus killing the algae and fish and at the end themselves.
the ocean is too big for eutrophication to happen.

When you put all nutrients to ocean.The ocean will have eutrophication.

 

but there wont be anymore nutrients in the ocean, and in an case even if there was you would need huge amounts to cause eutrophication in the ocean.
the algae uses nutrients from the ocean, the algae is used as biomass for making bio fuel, the secondary output is nutrients that go back in the sea, the main out put is bio fuel that is used as an energy source.

 

Question- How long will the algae take to grow? Idk if algae does grow I'm dumb

 

algae does grow, its a plant.
Algae can double their numbers every few hours, and can be harvested daily. depending on the specie of course.

 

The oceans mass is much to large for this to happen. What you aren't understanding from yuno is that they would be extracting nutrients out of the water and then eventually putting it back. Even so, the farms would be protected and fish wouldn't even get to them so how would they be in a closed and small area for them to do this anyways
