Bungie continuously fucks over their fans. I was hyped for D2 but what I got was a steaming pile of horse shit. If they were really listening they would get rid of the eververse, but they didn't. Now granted Forsaken is suppose to be great, but, but...You have to pay 40 euro to play it, 60 if you don't have CoS and Warmind. Thats almost equivalent to another triple A game and why should I spend more money for my game to be good. Its like doing half the surgery and saying the patient is cured. At this point, if Bungie wanted to show they've changed, they'd make the DLC free and not lock features behind it. Sorry, but I'll stick to Warframe.

    I still think it’s Activision’s fault.

Both companies play an equal role. Activision just publishes the game, Bungie is the one who makes them. Bungie in this situation should and does take majority of the blame because they're the ones who are updating, responding and developing the game, not Activision.

but activision can choose whether or not the game is released, and can morph the game and give their opinions as well

yeah they give their opinions but they don't implement them. That's Bungies job not Activisions. If someone told you to draw offensive content on someone elses art work, who would be more at fault? The one who dared it or the one who did it?

To be fair, I don’t think that D2 y1 was really that bad. The vanilla campaign had an ok story and I definitely felt like I got my money’s worth, and Warmind was a legitimately good DLC. (Curse of Osiris was pretty ass though). Meanwhile, Forsaken is essentially it’s own game, and well worth it. (Hell, the three DLCs combined have about the same content as the base game, and are priced about the same)

The main problem was that it was essentially designed to be a “reboot” of the first game, meaning it was designed to bring in as many new people as possible by simplifying the systems and removing the tangle of complexity (xur, random rolls, weapon investment, armor perks, bounties [which were honestly kinda crappy and definitely shouldn’t have been reimplemented considering the challenge system was SO MUCH BETTER], skeleton keys, etc.) so the game would be more accessible to new players. The problem was that a lot of those systems were also designed to keep players engaged, a la skinner box systems, which is why, despite the praise heaped on by a lot of people about the simplified mechanics, the balancing, and the lack of rng, (My favorite review title is Polygon’s ‘Destiny, but without all the bullshit’), after a month or so the new people were leaving for other games because that’s what less invested people do. Combine that with the other controvery (All of season 2) and yeah, their gambit failed pretty badly.

Also, I hear a lot of complaining about how they should make DLC free. That’s just not how it works. A decent chunk of the money goes to the people developing the game. Make the DLC free, and to keep their bottom line they’ll either need to lay off workers or pay them less, making it more likely for them to jump ship to another company. (Trust me on this, I know from experience. My dad moved from San Mateo, California to Seattle to Boulder, Colorado to Seattle to Irvine, California in the span of ten years because video game companies kept laying off workers or going out of business or stagnating or lowering wages) Microtransactions just don’t work for a smaller, grind intensive playerbase, and because of how they’ve changed eververse (Prismatic Matrixes, bounties), it’s even less likely that they’ll really get much of a return on what they make for it. While, yes, it would bring back some people, like you, it would A. Harm their bottom line in the long term (even if they doubled their playerbase they STILL would lose money [roughly 100 million dollars, based off of current player counts] by making all of the DLC free, and would probably need to pay more for servers), or B. Seriously increase the prevalence of microtransactions, as this is still a company at the end of the day, and the goal of a company is to make money.

Tl;Dr Vanilla D2 was ok, Warmind is worth it, Curse of Osiris sucked, Forsaken is great, and stop complaining about paid DLC because they don’t care what you think, and ending it harms the workers more than the higher ups, and leads to a worse gaming experience overall. Also, you can tell which things I care more about by the size of the paragraph
