Might Have Something To Do With ??? But Not Likely

Underice is one of the quest that has been reworked from the ground up. I worked on it and finished it. Now i don't know whether or not this is something to do with ???, but since it's new, i just don't want to leave anything off the table at this time.

When you kill him he drops the bait used in the quest.

But i wonder if his part portrayed as a storyteller might be worth more in the overall lore.
