World Make The Volt Goat A Rare Mob

    Before 1.20, you needed a "Volt Goat Horn" to start the quest "Finding The Light". This is(thankfully) no longer needed, but the goats still spawn in the light forest, and still drop their horns. Without the quest these horns are pretty useless, so why not make the goat a rare mob and change the horn to an ingredient?

    Yes make it drop the Volt Goat Horn (2 Star ingredient) and a Tapped Root item (3 Star ingredient) as a reference to the old FtL.
