but yeah stealing should be considered "scamming", under the current rules it's not

And for the argument that you place trust in them yes, you should have chosen better. But do not irl laws go against people who misuse that trust? Yes, they do (or at least should have, for the cynics out there).

 

this would be so hard to enforce
be a pain to prove to mods that they werent allowed to take stuff and still did
would be a pain to get the items back into the guild chest as the theif could have traded them to a freind or sold on the TM and then thats a whole new issue of reverting
overall a pain in the ass for everyone involved and would take to much of everyones time and i would rather have people working on updates and other actual issues than trying to get peoples stuff back
