    Title. This is so we get an introduction to the fast travel and encourages exploring the sea. Also they get to hear the super cool music on the sea.
    I'm too lazy to come up with the contents on how the unlock it, I'll yet you guys make one up

    The NPC near the ship already introduces you to fast travel, and there really isn't too much to explore on the sea. I don't get how this would encourage sea exploration either.

    the quest misadventure on the sea already introduces the player to the seaskipper. i don't see the need to lock the fast travel behind anything

    why not seaskipper superboss where you have to ring his bell 100 times like on the ship and he gets more and more aggro with the attacks
