T3 powders sell for 6 eb each on average which is much more than any average unIDd rare can get you

 

In fact it is worth even more than a IDed rare... But some rares, such as Diamond Dust, can sell for many LE.
You could take Tier 3 powders, however it would fill your inventory way to fast, so it is up to you, as I mentioned in my thread.

I haven't checked, but I think Yes, most of the chests should be in the same places. Unfortunately for the assassin, you will not be able to open Tier IV in Llevigar
