Legendary Tier Ingredients (not 3 Star)

    This is just a random idea that popped into my head a moment ago however i was thinking that an ingredient with only buffs and no debuffs so maybe for instance you kill an ogre and he drops a four leaf clover it’s a legendary ingredient with +20% loot and xp bonus but has no debuff and can be applied to all types of items at crafting stations.

    1) If you haven't noticed, the way ingredients work is that their power is directly proportional to their durability loss, and thus high-tier ingredients aren't supposed to give more stats for less dura loss: they're supposed to allow you to save ingredient slots from being cluttered with less potent ingredients. Think of it this way: let's say there is a tier-0 ingredient that gives 1 melee damage for 1 durability. Let's that there is a corresponding tier-3 ingredient that gives 6 melee damage. The ingredient would still retain the same ratio, thus taking about 6 durability. However, the benefit to using the t3 over the t0 is that you don't have to use all of your ingredient slots on a weaker material: you save 5 slots for other ingredients. Durability items work in the opposite direction, giving proportionally scaling detriments for more durability
    (besides pykrete, but it used to give -fire def)
    EDIT: meta-ingredients are generally exempt from this rule due to being wonky in balancing
    Durability can also be substituted with requirements, like elephelk trunk
    2) Given the inherent differences between the three consumable items, having them share a non-meta-ingredient is usually a bad idea for balance purposes
    3) t3 materials already are a 1/5000 chance from applicable non-rare mobs. What would the chance of a legendary ingredient be? Bordering mythic? Rare for a unique mob? Elaboration is needed

    Busted and would make finding good ingredients feel more like hell.
