Is The Official Resource Pack Open Source ?

So this question is adress to any member of the dev team who's able to answer it, so thanks to anyone who's not one for not posting their "guesses" (unless of course if you have any viable source).

The question has kinda come up in This Thread but the given responses were kinda unclear.
And since I don't want the subject of this thread to change, I have create this one to reask the question.

Can someone modify the resource pack or reuse some of its textures to create another one, Wynncraft related or not, and share it ?

And if that's the case under which Creative Commons the pack is licensed ?
