Interesting Idea For An Item

I know that there are a million suggestions out there for new item ideas, but I thought that this one could be kinda interesting...

Level: 96
Type: Mythic (yeah, I know, but it's for a good reason)
Class: Mage/Dark Wizard

Damage: 250-750
Speed: Normal

Stats:
-3 tier attack speed - +3 tier attack speed
-250 melee damage - +250 melee damage
-250 spell damage - +250 spell damage
-25% melee damage - +25% melee damage
-25% spell damage - +25% spell damage
-1000 health bonus - +1000 health bonus
-15% walk speed - +15% walk speed

 

Literally impossible, we can't do that with the system. We can set ID numbers and they get a 30%-130% variance from base if they're positive and a 70%-130% variance if they're negative. We can't have them be either or. If we could, we'd probably have already done that with items like The Gambler.
