    The unlevelled chests are out of mob range. Use a horse or smth.

    Get a level 1 and level 8 on two classes respectively and find T3/T4 loot chests that don't have mobs surrounding them. A good spot would be the Ice Canyon lootrun.
    I got my level 8 warrior there by riding my horse.
