How many provinces are there?

Who says that there aren't undiscovered provinces that nobody has discovered yet?
Let's say there are 17 in total because why not

The fact that people are calling the Silent Expanse a province is melting my brain

The CT can say whatever they want, the "answer" depends on what you consider a province. If it has to have a governing body in order to be a province, then Corkus (the Council) and the SE (the Eye) along with the Realms are provinces. If it needs to be an area of some minimal size, then the Ocean must also be a province. If it must have some definable border, then the Realms may also count, along with the Ocean and any island that deems itself independent. If it must have its own local issue or plague, then Fruma isn't a province from the royal family's point of view, and neither is anything else if its issue gets solved. If it has to have its own unique inhabitants, then either Fruma or Wynn isn't a province, yet the SE is. If it needs a distinct history mostly separate from other provinces, then the Desert ought to be its own province as well.

None of that matters, because the concept of a Province doesn't really matter. It's just an arbitrary designation for an area. It's useful for communicating what part of the world you're talking about, but if you try to rigorously define it, you'll find so many edge cases that all blend together. Is the Void below Gavel part of Gavel? What province(s) are the Ice Nations? How far does X government stretch? You can choose one definition of a Province, and I’ll just choose another. In real life, it's not perfectly clear what is and isn't a country at any point in time, so in fiction, it's definitely not.

In terms of Wynncraft definition, there are 3 Provinces. Fruma, Gavel, and Wynn. Corkus is working to be a province, but as of current day, is not yet officially one.

 

What is that definition then?

 

If it has the title of being a Province it is a Province.

 

So why doesn't Corkus just give itself that title and instantly promote itself to province? Is there some group of people that decides what area does and doesn't get that title? Are there requirements for that title?

If, to be a province, something just has to have the title of province, then anything can be a province if it wants to. There's a real life parallel you can draw to gender identity here, as you don't need to adhere to any strict rules to being any (or no) gender: you just need to say you are. Which is absolutely freeing, and a good reminder that such hard definitions are really just fuzzy and arbitrary

It isn't recognized as a province. To Corkus, it is a province, but because nobody else acknowledges that status, it is not officially a province.

Yeah I know, I was drawing a parallel based on what I think you meant by "If it has the title of being a Province it is a Province." It's not a lot of information, and I stand by my opinion that both the definition and amount of provinces literally don't matter lol

 

Why the fuck are we arguing over this, there is a very simple canon answer to this question.

I mean city-states aren't exactly out there. For most of history, the idea of nation states didn't even exist across most societies. Even in places that did have a central government, that central government was weak and/or only controlled foreign policy as long as the city/region paid taxes and provided troops.

So I imagine Wynn's government is more akin to Ancient Greece; a collection of city-states that ally with each other in terms of foreign policy (like Ancient Greece's war with Persia). But unlike Ancient Greece, these city-states don't fight against each other, probably because the Corruption is such as powerful common enemy that the city-states of Wynn as a whole can't afford to risk war with each other lest the Corruption get an upper hand.

But then again this isn't Game of Thrones, so politics is and was never the focus point of Wynncraft.
