@motoki1 with that being said, the chance of finding a maxed walkspeed stratiformis (As we open a chest and only get items from lvl 96-100) is about 7/10000000000 (7 in 10 billion), right?

Dunno the chance from loot chests (also that changes for loot bonus), but chance to get 91% ws Strati is about 1.98%. c:

ID: Identification (IDs: Identifications)
Max: maximum
Min: Minimum
Ave.: Average

1. Base IDs
There are base numbers before all the identifications are calculated. All IDs' ranges are calculated from Base IDs.
You can get Base IDs from Official Website of Wynncraft, or Wynncraft-API.
https://wynncraft.com/help (select the "Item Guide" and type in name of items)
https://api.wynncraft.com/public_api.php?action=itemDB&category=wand
(replace the "wand" part of URL to "bow", "chestplate", "necklace" etc. to get other kind of items' Base IDs. It is kinda hard to see, but very accurated.)

2. How to calculate min IDs and max IDs on Positive IDs
Let's get onto the main story. There are always ranges that you can get in any IDs, we will calculate the min/max IDs of them, but these are only for positive IDs, which are shown by Green Characters in game.
(How to calculate negative IDs? Look at number 4.)

Min IDs
(Base ID) x 0.3 = Min ID
If you get numbers after the decimal point, round it up.

Base of Speaker helmet (Lv. 87 rare helmet)'s XP Bonus ID is 21%.
21 x 0.3 = 6.3
We got numbers after the decimal point here, so we round it up to 7%.
Therefore, Min ID of Speaker's XP Bonus is 7%.

Max IDs
(Base ID) x 1.3 = Max ID
If you get numbers after the decimal point, round it up.

Base of Speaker helmet's XP Bonus ID is 21%.
21 x 1.3 = 27.3
We got numbers after the decimal point here, so we round it up to 28%.
Therefore, Max ID of Speaker's XP Bonus is 28%.

3. How to calculate average IDs on Positive IDs
Now we are able to calculate min/max IDs. Let's get onto how to calculate averages.

Average IDs
(Base ID) x 0.8 = Average ID
If you get numbers after the decimal point, round it up.

Base of Speaker helmet's XP Bonus ID is 21%.
21 x 0.8 = 16.8
We got numbers after the decimal point here, so we round it up to 17%.
Therefore, Average ID of Speaker's XP Bonus is 17%.

Let me explain how this works. Before of this, we calculated min/max IDs. Min IDs are x 0.3 to the base, Max IDs are x 1.3 to the base.
And, we get perfectly random chance to get any numbers in IDs, so average is the center of the range, which is:
(Average ID) = {(Min ID)+(Max ID)}/2
Therefore,
(Average ID) = (Base ID) x 0.8
That's how we got the formula.

4. What about the Negative IDs?
Well, we calculated the min/max IDs, but remember those are only for Positive IDs.
How do we calculate about Negative IDs?

Min IDs
(Base ID) x 0.7 = Min ID
If you get numbers after the decimal point, round it DOWN.
(For example, if you got -3.6 as the result of the formula, you round it down, so actual result is -3.)

Base of Aquarius (Lv. 95 Legendary Chestplate)'s Melee Damage % is -15%.
-15 x 0.7 = -10.5
We got number after the decimal point, so round it down.
Therefore, min. ID of Aquarius' Melee Damage % is -10%.

Max IDs
(Base ID) x 1.3 = Max ID
If you get numbers after the decimal point, round it DOWN.

Base of Aquarius' Melee Damage % is -15%.
-15 x 1.3 = -19.5
We got number after the decimal point, so round it down.
Therefore, max. ID of Aquarius' Melee Damage % is -19%.

Average
Averages of Negative IDs are same as Base IDs.
(Average ID) = {(Min ID)+(Max ID)}/2
(Average ID) = (Base ID)
So ye.

Well, that's all for the basic information, I'm sure this information helps you in any scene in game/forums to know how good your IDs are on your weapons/armors.

There is a few more stories. These informations are from @Nyam's post, special thanks to her.

Actually, the items are storing there IDs not as % or raw numbers, they always store the information as how was it good between min/max IDs.
First, if we took the base and regarded that as 100%,
Min IDs would be 30%,
Max IDs would be 130%.
When you identify the items, between 30% and 130% will be chosen. (101 ways)
Each %'s chance will be 1/101, which is 0.99009900...%, about 0.99%.
For example, the base ID of Speaker's XP Bonus is 21%.
When we identify that and get 84% roll, it's formula is like this:
21 x 0.84 = 17.64
We always round it up.
Therefore, 84% roll of Speaker's XP Bonus will be 18%.

Also, we can calculate the exact chance to get any IDs because we know this!

XP bonus rolls on Speaker (base is +21%)

+7% XP = 30-33% roll (~3.96% chance)
+8% XP = 34-38% roll (~4.95% chance)
+9% XP = 39-42% roll (~3.96% chance)
+10% XP = 43-47% roll (~4.95% chance)
+11% XP = 48-52% roll (~4.95% chance)
+12% XP = 53-57% roll (~4.95% chance)

Because of the way this works, it's not possible to get some values when you ID something with a really high base ID. For example, Pure gets base +400% spell damage, and the maximum spell damage it can get is +520%. But because 400*1.29 = 516%, the second-highest possible spell damage on Pure is +516% and not +519%. So, technically speaking, if you have a Pure with +516% spell damage, its spell damage should be considered as being 'one off max'.

This way of storing IDs is also why all items in the server get updated when something gets nerfed/buffed. For example, if you had a Return to Ether with a 130% roll, giving it +33% walk speed back when the base value was 25, it would stay at max walk speed (+17%) when that got nerfed to base 13. Sometimes, because of how rolls work, an item might change from having a maximum ID to having the same ID at one off max or the reverse. If you had a Return to Ether with a 125% roll and +32% walk speed, its walk speed would actually become the maximum of 17% after the nerf because the roll stays the same, but with the new base walk speed, it rounds up to the maximum. (So if you're trying to buy a Return to Ether with more than the post-nerf maximum walk speed, you won't be able to, as they get updated and no longer exist.)

The roll of 30% to 130% (70% to 130% when they're negative IDs) are completely random, which means completely same chances to get any roll.

Therefore, in some items, min/max IDs are slightly rarer than other central IDs.

Because of the way this works, it's not possible to get some values when you ID something with a really high base ID. For example, Pure gets base +400% spell damage, and the maximum spell damage it can get is +520%. But because 400*1.29 = 516%, the second-highest possible spell damage on Pure is +516% and not +519%. So, technically speaking, if you have a Pure with +516% spell damage, its spell damage should be considered as being 'one off max'.

This way of storing IDs is also why all items in the server get updated when something gets nerfed/buffed. For example, if you had a Return to Ether with a 130% roll, giving it +33% walk speed back when the base value was 25, it would stay at max walk speed (+17%) when that got nerfed to base 13. Sometimes, because of how rolls work, an item might change from having a maximum ID to having the same ID at one off max or the reverse. If you had a Return to Ether with a 125% roll and +32% walk speed, its walk speed would actually become the maximum of 17% after the nerf because the roll stays the same, but with the new base walk speed, it rounds up to the maximum. (So if you're trying to buy a Return to Ether with more than the post-nerf maximum walk speed, you won't be able to, as they get updated and no longer exist.)

The roll of 30% to 130% (70% to 130% when they're negative IDs) are completely random, which means completely same chances to get any roll.

Therefore, in some items, min/max IDs are slightly rarer than other central IDs.

That's true, if you want the actual numbers, here they are...

Now it's possible to still have the max ID but only have 2 stars, especially on low-number IDs (like mana regen), but I don't think it's that much of a deal, still worth it to have the stars. And you can be sure that with 3 stars, even if we nerf/buff the item, you will always have the absolute maximum amount possible.
