How Exactly Does Elemental Damage Reduction Work?

So when a piece of armor says ''-200 air defense'' does that mean I take 200 more damage from every air hit? And when it says ''300 air defense'' does that mean I take 300 less damage from every air hit? And does % elemental defense (+4% air defense) apply to the raw defense (300 air defense etc), meaning it would be 300 x 1,04?
