Horses To Lower Level Alts?

I saw that you have to be level 34 in order to do the horse stable quest to get a horse cause the NPC Enkser said so.
I made a new toon Shaman cause it seems new as I didn't have that class prior..
However, I played a long while ago and only recently coming back. All my low level characters are less than level 34 and have horses...
Was this a recently added requirement, and my toons just got them before that?, or.. am I forgetting some way to give my toons horses? Thanks in advance! ^.^

 

you can use horses at any level
the lv 34 quest simply gives you one free horse and unlocks the horse trader
