I think the horse breeding system needs to change. My idea is to make the percentage of the horse lvl the change of getting a better horse.

I like the idea, but you need to move this to General Suggestions, improve your formatting, provide more detail, etc...

 

So if you breed 2 30/30 chestnuts you have an 89% chance of getting a white? Sounds kind of unfair imo

Look at the Wynn economy. It is facing serious Inflation since players are farming so much and adding emeralds into the system, and not enough emeralds are being taken out. As more people are saving their emeralds or trading with other players rather than spending them on NPC shops ( like potions ). Legendaries used to cost much more at the beginning of gavel and slowly the prices drop since more and more are being found. More and more people are breeding white horses, and the more people who breed and sell them, the lower the prices of white horses will drop. Soon it might not be even worth to even sell white horses if you get bad luck with breeding. The chances of breeding should stay the same, because if you increase the breeding chance, everyone can get a white horse a lot cheaper if they have the time to train chestnuts.
In my opinion, there needs to be a new money sink for the super rich to dump some of their money into. Perhaps the easiest solution would be fifth tier horses.

 

And then theres us who breeds a whitehorse from 9 LE :D

Actually at the current market price of 90-100 le per white breeding whites will increase the price.

 

How will more horses ever increase the price? Elaborate your thoughts.
More inflation of horses will always make the price of them go down, as they will never leave the game.

 

right now the market price is 90-100 le per horse, the average breeding price for a white is 118le and 62 eb, as more horses will go into the economy the price will go up and stabilize around 118le and 62 eb.
you are right about that if there is more of something the price will go down (going by supply and demand) but in this case horses are bought (bred) for a set average price and the breeders will always want to make a profit so they will sell for more. also the demand is so high it doesn't matter if you'll add more horses in.
