What do you mean by rules?
If you mean the restrictions of doing HIC then here you go:

• Hardcore - if you die you lose like 90% of your items no matter what they are. Your hardcore icon also becomes gray, indicating that you failed the hardcore challenge (and most players will also see this as failing the whole challenge).
• Ironman - you cant use the bank, trade market, or pick up any items from other players. You also can't get any boosts from other players (mage heal, speed III, war scream, and also crafted scrolls), you cant trade with other players (basically no interaction with other players). But you can use the ingredient pouch for any item, not just ingredients.
• Craftsman - You cant use any items that are not crafted (weapon, armor has to be crafted). You can use regular potions though.

For the HIC challenge itself (getting the HIC master rank on the forums) you need to do the follwoing:

• Get to 105 with all the challenges (HIC) active
• Beat every dungeon
• Do all the quests
• Do LI
