    Maybe they should make it that when you get hit, the regen timer gets slowed down, not reset completely?

    Yes, but % hp regen is still useless. It still only regens x % of your base regen (if I'm remembering correctly), and the base hp regen is ridiculously small. % hp regen has little to no use.

    Oh yea % health regen was never being debated. It is soundly useless unless you have in the upper hundreds

    Note: Dodging through Agility still counts as getting hit for the purposes of Regen and the Dodge armor special, even though you take no damage.

    Further proves your point.

    oh, i thought taking damage was the trigger. it IS actually getting hit? so even if you were getting hit my a 0 dmg attacker, they could keep you from ever regenerating health in a fight (if every hit landed).
    #1 I don't think getting hit should be the trigger, as it would make sense that the player's avatar didn't need to stop recovering if no damage was taken.
    #2 HP regen should work even when taking damage, then item ID's can be rebalanced around that new property.
    Also I have a quick suggestion regarding:
    #3 Why not add base regen by level. Example: base regen is super tiny right now because it only really effects lvl 1-10 players by doing ~+1/regen tick (not actually sure so don't quote that). Why not add to that base value every time the player levels up? Then the base regeneration of a player would scale up as the player progressed, and % regen would actually mean something of value late game. Currently people make meme builds that have insane % regen and still get blocked by the 5 sec reset tho. That definitely needs to come first. Make regen work in combat, then fix the stats associated with regeneration.
