has a ton of repeating numbers, which leads me to believe that that could be junk text, which ends up to become
2102 - 3110
I thought these would be coordinates on Wynn with a sign next to it, but that's just outside of the Wynn map. The only coordinate that is same-ish would be -2102 -3110, but that's just a random piece of ocean.

I feel like the 5 and 10 could be about a five-number numerical system translated to a decimal system, but that feels like a very long stretch and I'm not going to try converting it myself.

Then I tried some basic math stuff with the numbers and 5 and 10, but no luck.

Getting meta and looking at the hints as being the numbers and taking letters from that doesn't seem to be the solution either.

I'll keep trying, but I don't really see a way of solving this right now.

 

Basic guess here which also doesn't really make sense with the second hint, but ''One Hundred Billion Eight Hundred Million'' ? xd

actually I think you're onto something with base-5 to decimal, both numbers only use 0-4 digits, it's very likely base-5

The two numbers converted to decimal would be 596751100 and 646751100

fun fact: if you count them it gets -50.000.000, weird rounded number

 

I tried to convert only the different numbers to decimal (2102 - 3110). In that case we get 277 - 405. And that is an actual location behind the Twain Mansion. The location is part of the "A Grave Mistake" quest. It brought me near to the House with attic. [286, 83, -409]. Where we get this part of dialogue in the quest: "however he was still". Where the full dialogue/phrase is: "Once there was a man, who helped the spirits pass on, however he was still mortal." I kinda doubt it is the actual phrase, but it was fun discovering it anyways.

I tried doing some weird math crap messing around and thought about coordinations too, and, I found a sign, is the phrase:
