SO, here's what I think this is, based off of the first image, it's a powder application merchant, where we apply powders directly to our weapons. That's right GM's, you can't hide stuff out in the open and still want it to remain secret.

Feels really odd there isn't one in Detlas (Or more like one that's clearly shown that it's a powder place), considering it's the hub of the Wynn Province.
