I'd like to point out the fact that 1. They don't really function under a hierarchy so I don't think Fruma's strict monarchy would really appeal to them and 2. What are bandits after? Money, which Gavel evidently has plenty of.
(Then again I'm biased towards Gavel because I don't like Fruma.)

Well that could be true, but these guys aren't mercenaries.

What would be much more likely is that many of them would go raiding and pillaging while the civil war is going on.

Well since everyone else is making up stories about a Wynn War, I might as well to. I was farming Nii runes when I wrote this so yeah I had a lot of time on my hands. WARNING TL:DR

A war between Fruma and Gavel for the province of Wynn would lead off with a Three prong attack by the forces of Fruma. The Fruman army would immediately move on the coastal city of Maltic. This would give them a strategic command over the coastal access routes to Ragni but more importantly they would use it as a staging area for to attempt to reinforce Nemract.

The forces located in Ragni would also be sent around the Pigmen’s Ravines to the town of Elkurn. By securing this location they will have gained total control over access to Ragni as no one would dare take there army through the Nivla forest for the same reason they would not risk the ravines. They would also have control over the Tower of Amnesia the tallest structure in the area.

Meanwhile the Villagers will have used the Detlas Airbase to reinforce their main garrison in Wynn. With it they would set up a defensive position in the old VIP town ruins to maintain control over the only remaining bridge in that area. The entire Nessak garrison would be ordered to move in to and secure the Corrupted Village. Here the first major battle between Gavel and Fruma is fought as an army was also sent from Detlas for the same purpose. Nessak being closer than Detlas allows the Nessak garrison to entrench themselves and hold out as long as they can only to be overwhelmed by the Detlas force and required to retreat. Thinking they have an opportunity to take Nessak the force from Detlas peruses the remaining Nessak army. They do not get far before they run into the Army of Troms which had been marching continuously in order to reinforce the Nessak Garrison in time. The Detlas force attempts to retreat but finds themselves cut off by an Amry from Elkurn which had been sent to aid the Nessakians as well. With no way out the entire Detlas army in the East is forced to surrender and Fruma gains control of the Corrupted Village.

Meanwhile the Western Fruman Army having taken Maltic now moves to take Mt. Wynn. Upon arriving at the top they are surprised to see a Villager force already occupying the caves. What was supposed to be a simple operation turns into a battle over serveral days as the Fruman Army fights to rid the mountain of the small garrison sent by the Villagers.

The days spent securing Mt. Wynn seal the fate of the port city of Nemract. While the garrison there valiantly holds out against a Detlas Blockade on land and a Corkian/Gavel bombardment from the sea they cannot hold out. The city is surrendered on the last day of the battle for Mt. Wynn. The Western Fruman Army can now only sit and watch as the Corkians unload an entire army of robots, if Fruma cannot complete a rout in the East the fate of Wynn is now in serious question.

After their victory in the Battle of the Corrupted Village the Fruman Eastern Army now makes a bold move, rather than move on the stronghold of Detlas they instead go through the mines and launch a surprise attack on Rymek this move catches the Villagers by surprise and rather than begin a siege on Mt. Wynn they are forced to start moving their forces towards Almuj. Due to this bold move the EFA(Eastern Fruman Army) now launches an assault directly on Almuj. While Almuj is a formidable fortress to attack from the south (the direction they expected the forces of corruption to attack from) it is pitifully weak to an attack from the rear. The city of Almuj being the wealthiest in the province of Wynn decided to remain neutral in the war. But the Fruman army needed this city if they hoped to win the War in Wynn. Rather than take the city by force the General in command of the EFA instead formed a treaty where in return for access to the city the city was guaranteed not to be sacked and allowed to keep its full wealth. This was an offer they were sure not to get from the Villagers as they were very well known for the greed and lust for emeralds. So when the Villager/Corkian army arrived at Almuj they found its battlements fully garrisoned by the forces of Fruman and Almuj. The Gavel Army set up a blockade and prepared to wait out the Fruma forces rather than attack.

The problem for Fruma was now despite these victories they were spread thin and in risk of being cut in the middle. The Detlas garrison in Old VIP town now began to lay siege on the Elkurn Fortifications. The Fruman forces were now forced to get bold, the Corrupted Village garrison was ordered to march and take the city of Ternaves leaving their rear wide open. The Villagers took notice and immediately reinforced Ternaves as well as sent a force to take the Corrupted Village. But what they did not see was the surprise attack on the forces laying siege to Elkurn. While the Villagers were focused on the West the Frumans had abandoned the coastal city of Maltic and moved in behind the Villagers in the center. They completely destroyed the Villagers center army group and now moved in on Detlas which was now weak from sending forces to the Corrupted Village and Ternaves. The Villagers were now in a pickle, they abandoned their blockade of Almuj and moved there entire Army towards Detlas. The Frumans seized the advantage; they had the Gavel Army right where they wanted them. For the Mt. Wynn garrison had also been brought into play from the East. The entire Gavel/Corkian Army was now surrounded and the Greatest battle in the history of Wynn was about to unfold.

The battle of Detlas started with the Fruman garrison from the Corrupted Village attempting to take Ternaves, still under the impression they needed to do so they fought with a tenacious resolve. They attack the Ternaves fortifications three times and failed but on the fourth they broke through and captured the city. This was mainly due to the fact that the Ternaves garrison was called to reinforce the Gavel Army in the main battle happening on the plains. Due to the fact that the Gavel army was nearly surrounded they left part of their army behind to give the rest of the army time to retreat behind the walls of Detlas. But the Frumans were not about to let total victory slip from their grasp. They broke the Gavel lines and rushed for the last open gate of Detlas, in panic the gates of Detlas were closed and the majority of the Gavel army was left outside the walls. The Detlas Air Force launched a bombardment on the main Fruman force to try and aid the remaining Gavel forces trapped outside the walls but it was in vain. The Gavel/Corkian Forces were crushed and the Army of Fruma began their siege of the city. The Gavel general knowing it was only a matter of time, ordered his Villagers to leave behind anything they could spare and load as many as they could onto the remaining air ships and leave Wynn for good. As the last Air ship flew for Gavel the City of Detlas knowing it would face certain annihilation for its betrayal decided to surrender and thus the First Wynn War ended.
