Found A 'mysterious Potato' In Troms

So while grinding around troms and re-entering the city. I found this. A friend of mine said he found another one of these is outside a cave. Can someone explain or is this just one of those random things that just kinda happen?

I just have played it today. I didnt saw potato on corkus city or slechar or detlas or bregminglar or neesak or olux or in nemract.
