Flapis questions

Hi everyone,
So I've heard that Flapis doesn't work anymore, however the concept of the ring confused me in the first place. How did one make a Flapis ring (while they were still viable), was it crafted or smth? Also, why don't they work anymore?

I believe it was a crafted ring where you could get 50 free intelligence (which is ridiculous) because it would have 0 durability, causing the negative stats to decay to nothing, while the intelligence bonus would not. It doesn't work anymore because negative stats on crafted items no longer decay but skill point bonuses do, but it was an easy way to get free skill points while it was around.

Basically you could get 100 intelligence without spending a single skill point on intelligence, allowing for skill points to be used instead on other things instead and opening up build possibilities that were meant to be impossible. It's called flipped lapis because it relied on this item which usually gives a -intel with +spell damage but combing it with any -1xx% ingredient would create the effect i mentioned earlier.
