Game Design Equilibrium

Today I played another lootrun, and took Equilibrium. It got nerfed, I understand that, it was strong.
But now when Equi doesn´t have 100% to proc.
It shouldn´t give you buff that works with yellow beacons when you already took Materialism. It just don´t make any sense.
