No. They are Feats.

Whenever you take an ASI (usually every 4 levels, depends on class) you can increase two stats by 1 each, one stat by 2, or take a Feat

Although since most of these Feats already increase stats, they may be something more useful to look at next time you get an ASI

BTW ignore the Tortle feat. I'm not paying 10$ for the Tortle Package, but I'm sure it can be found for free somewhere

 

For example, Heat took the Tough feat upon reaching Level 4, increasing his CON and letting him gain absurd amounts of HP upon leveling up. I want to take the Charger feat for Yevor once I get Strength and Constitution high enough...

Yes, it has a piece of Amber. Amber is worth 100gp. But I doubt that Kortassa will take a piece of Amber over killing all of you
