There is no top one, these shambled ruins could not possibly support the weight of a top one.

 

Can we try and find a mill with a functional top wheel?

 

According to my count, there are 7 mill ruins around the village. You know at least one of them (you are at) does not have a top grindstone. Assuming you are at the most North East one, I assume you circle around counter-clockwise. This leaves 6 mills for you to still come across.

Roll investigation for each of the 6 mill ruins, going counter-clockwise (since I couldn't figure out how to make a Luck roll work). Beware, the ruins are old and the DC is high.

 

Can we go track down someone with a higher investigation skill first?

 

Compared to the commoners in the village, highest is bound to belong to someone in the party
