I would ask Yevor to help me with getting items at the shop I am currently at but I doubt this shady hooded figure cares about folk heroes at all.

Actually, a Shadow Monk who can cast Darkness using Ki would count. See my above post.

You are in luck. According to the PHB, about items that must be attuned via spellcasters:

“If the prerequisite is to be a spellcaster, a creature qualifies if it can cast at least one spell using its traits or features, not using a magic item or the like.”

So like Drow, High-Elfes, and Teiflings can cast spells via traits, and as a shadow monk, you have a feature thats lets you cast some spells. You count as a spellcaster, for the purposes of the Wand of Web
