Feats only increase stats by 1 point... and you have to increase a stat by 2 points to gain any additional benefit.

But the spell is available to three different classes. Knowing her, she ain't a wizard. Wild magic sorcerer could fit, so would warlock with a patron that's not to scary

 

I think he might have been a little confused, as I've seen his character sheet (it was on the Google Drive for a while), and he has 16 Int, but only 10 Cha. I think he might have though his spells were intelligence-based.
