Skien was a well-respected general in the Tromsian military who was tasked with designing and setting up a fort in the ocean for some unknown reason, shortly before the Villagers arrived in Wynn 100 years before the game. He was probably already going a bit senile at this point, but the villagers pushed things over the edge. He was xenophobic, and distrusted the Villagers and didn't want them in Wynn. This view started to spread tension among the soldiers stationed at the fort, many of whom welcomed the arrival of the villagers. In order to keep them in line, Skien started imposing harsher and harsher restrictions on them. He was particularly suspicious of magic and anything that seemed magical, as this was what the villagers were known for, banning cards over a magic trick. Eventually, the fort resembled a hellish prison, with most of the soldiers starving to death and all hope destroyed. Many tried to escape. Soon, the corruption began to spread among the dying and dead, forcing Skien to hide in the basement, where he eventually fell to the corruption as well.

All of this can be pieced together from the desperate signs on the walls around the building, left by the fort's former inhabitants.
