Does Spell Dmg Only Work On Neutral Dmg?

someone told me that spell dmg% only works on neutral dmg, is that true?

 

That's what I've been told too and I put it on my ID Guide, but no-one's told me otherwise and the Guide's been out for a while now.

 

Only RAW spell dmg works that way.
% spell dmg boosts every damage you can deal with spell.

CoW hasnt got every element defense. Only water/earth/thunder . Weakness fire/air

Then just use a bob's mythic against them. Just because a wand isn't good against a few bosses dosen't mean it is dumpster-tier.
