Cities: Skylines - Efficiency Vs. Aesthetics, Or Both?

For those unaware, Cities Skylines is a city building game made by Colossal Order and published by Paradox. It was released in 2015 and is a pretty popular city builder.

So I was wondering what people think about something that troubles me quite often while building my cities:
What should you focus on, efficiency or aesthetics? Or a mix of both?

For example, when you're making a new district, do you first focus on planning out all the roads and transportation systems, optimizing everything to fit in the limited space, or do you design it in a visually appealing manner, use buildings that look nice, etc? Or do you attempt to do both at once?

Yes I am terrible at this game, please don't judge.

On a side note, what do people think of the Parklife expansion? I think it's the best expansion so far, and is definitely worth the price.

you would want a functioning city but you dont want something that makes people vomit too i guess
