Its too low xD. Try a much higher offer plze until I feel its a lot closer to market. My 26% Old Keeper is 3 off max (a 29% loot Old Keeper that fetches close to 25LE) . There are few alternatives to rings with high Loot bonus IDs, aside from Jesters.
