It's a relatively common drop, but usually people who use it look at almost every ID of it, attack tier, thunder/air damage, spell damage, walkspeed, and the mr deduction.
It's very difficult to get a good pair with all attributes satisfying a buyer's needs.

This one I'd say is about 10~15le, since the tier is +1, the mr is -2/4 and spell damage isn't the best.
