This is potentially another option? -8 sp on a quad is doable with 2 rainbow tomes from the grootslang raid (or NoL)

 

I would be willing to push the level to 100 but I am only level 84 at this point. I just want a build to move towards into endgame. Thanks for this build though!

I think raid builds tend to try to get upwards of like 30k without agi or like 70k ehp total so here is a kinda low damage build with gale's force but good for raiding

you dont really need to kill mobs that much while gathering so mr isnt important
also this may or may not exceed your budget

Restrictions: No mythics, no ornate, no olily
Preferences: New player, I die easily, I don't want to have to worry about death. Doesn't need sustain (gets healing from a shaman. Can't have negative sustain though. And a tiny bit of hpr would be nice, but not needed)

cluster can be switched with just about anything anything as long as it does not feature strength
fast and tank which is cool, has hpr

unfortunately I could not do a bunch of -spell cost nonsense so the costs are a bit e, but I don't think you plan to sweat out high cps archer spell spam right?
